2. Adherence to Adopted
Board Policies
2.1 FORMAL PROCEDURES FOR INITIATING, ADOPTING OR CHANGING BOARD POLICIES
The Galena Park ISD Board of Trustees develops and adopts policies that provide guidance for
accomplishing the District’s vision, mission and goals; provides a well-balanced curriculum resulting in
improved student learning; ensures a safe environment conducive to learning; and provides standards for
hiring, assigning, terminating and compensating district personnel in compliance with state laws and rules.
Local policies and policy amendments are usually initiated by the superintendent, cabinet members, and/
or central office personnel, but are recommended for the Board’s consideration by the superintendent.
Prior to recommending any potential local policy changes to the Board, district staff members submit the
proposed revisions to TASB for review and feedback.
Proposed local policies or amendments are introduced to the Board in a two-step process at separate
board meetings: policies are thoroughly discussed at one meeting (first reading) and then adopted at a
subsequent meeting (second reading). This two-step process allows sufficient time following the first
reading for Board trustees to ask questions. Emergency adoption of a policy may occur in one meeting
if special circumstances demand an immediate response. Local policies become effective upon board
adoption or at a future date designated by the Board at the time of adoption.
2.2 FREQUENCY OF POLICY REVIEW, INCLUDING LAST DATE OF REVIEW AND REVISION
At the recommendation of the superintendent and with the support of the Board, the District engaged
Texas Association of School Boards to conduct a comprehensive audit and review of the board policy
manual in the spring of 2013. A TASB consultant met with administrators to train them in the use of
the manual, and to identify and resolve any inconsistencies discovered in the audit. On an ongoing basis,
district staff are responsible for reviewing policy that is relevant to their areas of responsibility, and making
recommendations as needed to the superintendent for revision.
On May 12, 2014, the Board formally adopted all
(LOCAL) policies in the newly reprinted manual
with the District recording the adoption date on
each new (LOCAL) policy. The Board repealed all
local policies from the old manual, with previous
adoption dates, and these are maintained in a
historical file.
