1. Functions
as a Policy-Making Body
1.2 EVALUATION TIME AND SUPPORT ALLOWED FOR NEW BOARD POLICES PRIOR TO
MAKING JUDGMENTS AND ALTERATIONS
Setting policy is one of the most important duties of the Board of Trustees. New board policies and
revisions are recommended to the Board by the superintendent and the administration in a two-step
process, per policy BF (LOCAL), which allows time for Board trustees to study the policy, ask questions,
and reflect on the issue at hand. Any policy change is made with the students, staff, and community in
mind. Doing what is best for stakeholders is a responsibility the Board takes very seriously.
To make the best decisions possible, Board trustees
value feedback from experts in the field, so Board
Workshops are held prior to monthly board
meetings, at which time administrators present
reports and relevant information. The Board also
receives timely information and feedback from
attorneys, architects and consultants. Special called
meetings are also scheduled throughout the year
as needed. The Board devotes countless hours to
preparing for meetings and workshops.
Any time major policy changes are considered,
the Board conducts extensive research and
seeks input from stakeholders. For example,
after extensive study of the TEA guidelines,
a review of similar programs in other school
districts, and the formation of a committee
comprised of administrators, staff, and
community members, Galena Park ISD
became a District of Innovation. Becoming
a District of Innovation also required the
updating of several district policies. With
TASB’s assistance, eight local policies were
identified for revision to align with the
Local Innovation Plan.
