3.4 TRENDS IN STUDENT PERFORMANCE AND EVIDENCE OF SUPPORT FOR EFFORT TO
CORRECT DEFICIENCIES IN STUDENT PERFORMANCE
Over the last five years Galena Park ISD students have experienced some deficiencies in three major areas.
The GPISD Board of Trustees recognizes that in order to provide excellence in all, for all, by all, we must
consider the needs of all students, which often extend beyond what is traditionally considered the role of
schools and school personnel. The needs of our students are myriad, and encompass instructional as well
as social and emotional domains.
One-Way Dual Language Program
Galena Park ISD’s commitment to meeting the needs of students includes providing a high level of
instructional support in the areas of Special Education and Bilingual/English as a Second Language
programs. The student groups served by these programs represent a growing segment of the District. As
a result, the Board of Trustees approved an additional elementary ESL/ELA specialist, secondary ESL/
ELA specialist, and Special Education specialists in addition to the existing support personnel.
Galena Park ISD serves over 7,000 English language learners (ELLs). In an effort to better serve our large
number of native Spanish-speaking students, and following the recommendations of national research
studies, the District adopted the One-Way Dual Language model for our elementary bilingual classrooms.
This program, which is being phased in one grade level at a time, replacing the transitional early and late-
exit models which previously existed.
