06         PROVISION OF FINANCIAL SUPPORT FOR THE SCHOOL SYSTEM






        Pay for Missed Work Days / Premium Pay
        The Galena Park ISD Board of Trustees recognizes its non-exempt employees’ pay can be
        negatively affected due to missed workdays when it is necessary to close district operations
        to maximize safety during the threat of severe weather or very hazardous road conditions�
        As such, they have consistently approved, through adopted resolutions, to compensate TRS
        eligible employees for workdays they would have worked but missed as a result of the District
        being closed� Trustees understand this serves an important public purpose in the continued
        retention of non-exempt employees�

        Additionally, the Board also recognizes certain non-exempt employees may be required
        to work when the District has issued an emergency closure notice to directly mitigate the
        reason for the emergency closure or are essential to continuing critical district operations� In
        these cases, trustees have approved a “premium” pay rate�

        6.2 EVIDENCE OF EFFICIENT BUSINESS MANAGEMENT PRACTICES

        Financial Transparency
        Galena Park ISD is fortunate to have several
        trustees with extensive experience and
        success in the business sector� As a result of
        personal and prior knowledge of best business
        practices, their personal focus is ensuring
        GPISD exercises sound fiscal management
        strategies which work to sustain the District for
        the foreseeable future� The Board places great
        importance on financial transparency for the
        community and public, therefore the GPISD
        Business Department maintains an online check register, financial reports, and budgets to
        assure the public has a clear and consistent picture of spending in the school district�


        Additionally, Key Performance Indicators (KPI) on the 2024-2025 Board of Trustees Dashboard
        include measurements to monitor GOAL 5, efficient and effective use of District resources, in
        order to best support students and staff accomplishments�

             • Maintain a total Fund Balance level to ensure a less than 25% decrease over three
               years

             • Target an average yield to maturity on investments over a market                   BUILDING ON A
               cycle, exceeding the six month average of the 180-day Treasury Bill�              LEGACY
