        Stakeholder input and CDC guidance shaped spending decisions� Funds also supported:
             • Technology access for remote learning

             • Programs addressing the needs of low-income students, English learners, students with
               disabilities, and foster/homeless youth
             • Activities aligned with ESEA, IDEA, and long-term preparedness strategies


        Galena Park ISD’s ESSER plan reflects its commitment to equity, innovation, and strategic
        investment—ensuring student success and operational resilience during and beyond the
        pandemic�


        Because of its efforts to go above and beyond in transparency, Galena Park ISD has been
        awarded the Texas Comptroller of Public Accounts Traditional Finances - Transparency Stars
        Award� This program recognizes the District for providing clear and meaningful financial
        information through summaries, visualization, and downloadable data�


        Financial Integrity Rating System of Texas (FIRST)
        (2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016,
        2016, 2017, 2018, 2019, 2020, 2021, 2022, 2023, 2024)
        The Texas Education Agency awarded Galena Park ISD its top
        Superior Achievement honor in its School FIRST Rating� FIRST ensures school districts are
        accountable for the quality of their financial management practices and reviews whether a
        district achieves improved performance in financial management to provide the maximum
        allocation for direct instructional purposes� Galena Park ISD has been awarded Superior
        Achievement for 22 consecutive years�


        Fitch and Moody’s Rating
        (2019, 2020, 2021, 2022, 2023, 2024)
        GPISD continues to receive positive rating outlooks from both Fitch
        and Moody’s� For the past six years, the District received an AA+
        Rating from Fitch which reflects the “district’s strong operating performance,” and an Aa1
        Rating from Moody’s identifying “debt is high quality and subject to very low risk�” This rating
        suggests the issuer has “a strong ability to meet its financial commitments and has minimal
        risk of default�”

        For demonstrating transparency and fiscal accountability,
        GPISD has been awarded the Association of School Business
        Officials Certificate of Excellence in Financial Reporting (COE) for
        excellence and best practices in financial reporting for fifteen consecutive years�
